Paul Raymond Otis was born on January 7, 1962, to Howard and Marjorie Otis at the Naval Hospital in Norfolk, Virginia. In the early 1970s, Paul and his family moved to Burnsville, Minnesota, where he attended Burnsville High School and graduated with the Class of 1980. He went on to attend the University of Minnesota Duluth, where he studied Political Science.
While working at McDonald’s, Paul met his future wife, Tammy. They began dating on December 7, 1983, and their love and friendship continued to grow. In August of 1985, Paul and Tammy moved to Burnsville, and on June 14, 1986, they were married. Together, they built a beautiful life and raised their four children.
Paul and Tammy welcomed their first child, Mindy, in December 1987, followed by John in November 1993, James in June 1997, and Josh in June 1999. In June of 1988, Paul and Tammy moved to Pine City, Minnesota, after Paul was promoted to Store Manager at the Holiday Store on Main Street. Pine City became the place where Paul and his family would make their home and create countless memories together.
Throughout his working life, Paul held many different positions and took pride in the work he did. He worked at Camera Art as a picture developer, then became Assistant Store Manager at the Holiday Store in Burnsville. He was later promoted to Store Manager at the Holiday Store on Main Street in Pine City and eventually managed the new Holiday Store on 13th Street in Pine City. Paul later worked for the Watson Company in Cambridge, Minnesota, and at Target Store Headquarters in Brooklyn Center, Minnesota.
Paul had many interests and enjoyed finding ways to stay busy. He was a loyal fan of the Minnesota Twins, Minnesota Vikings, and Minnesota North Stars. He enjoyed fishing and camping, playing games on his computer, and making YouTube videos. He especially enjoyed driving and working with his tractor and tending to his honeybees.
Some of Paul’s favorite moments were simply those spent with the people he loved. He treasured his trip to California with his family and, most of all, enjoyed spending time with his children and grandchildren. He loved watching his family grow and making memories with them. Above all, Paul especially cherished the time he spent with his wife, Tammy, his partner and best friend throughout their many years together.
Paul will be deeply missed by his beloved wife of 40 years, Tammy Otis of Pine City, Minnesota; his daughter, Mindy Otis of Hopkins, Minnesota; his son, John (Ashley) Otis of Rosemount, Minnesota; his son, James (Jenae) Otis of Rush City, Minnesota; and his son, Josh Otis of Pine City, Minnesota.
He is also survived by his grandsons, AJ and Benji Otis of Rush City, Minnesota, and Wesley Otis of Rosemount, Minnesota; his sister, Annette (Paul) Larsen of Brainerd, Minnesota; along with many other family members and friends who will forever cherish the memories they shared with him.
Paul was preceded in death by his parents, Howard and Marjorie Otis; his infant sisters, Karen Otis and Debbie Otis; his brother, David Otis; and his niece, Alyssa Zillhart.
Paul leaves behind a lifetime of memories, a loving family, and countless moments that will continue to be remembered and treasured. His love for his family, his sense of humor, his many interests, and the life he shared with Tammy and his children will remain in the hearts of those who knew and loved him.
A funeral service will be held on Saturday, October 3, 2026, at 11:00 a.m. at Grace Baptist Church, 10634 Fairway Road, Pine City, Minnesota.
Following the service, family and friends are invited to join together for a luncheon and a time of fellowship and remembrance. Paul will be deeply loved, greatly missed, and forever remembered.
