life story
A loyal and loving brother, uncle, and friend
Joseph P. Mogan sadly passed away suddenly on May 21, 2025. He was a retired Navy Civilian who worked for Naval Base San Diego. He will be deeply missed by numerous friends and family members, including his brother and sister and many nieces and nephews.
Joseph's Life and Times
Joseph Paul Mogan was born November 29, 1957, in San Francisco, CA. He was the third sibling in the Mogan family, joining his brother Patrick and his sister Elaine. He graduated from Lowell High School and received a college degree in engineering from San Francisco State University. He began his career as a federal employee in 1982, working as a Navy Civilian for the Department of Defense at Naval Air Station Alameda. He later transferred to San Diego in April 1996, working as a Management and Program Analyst for the Southwest Regional Maintenance Center, Naval Base San Diego. He retired January 4, 2020, after over 37 years of federal service. He was extremely dedicated and loyal to his work, rarely missing work. He often would have perfect attendance, and retired with over 3400 hours of sick leave.
Math was always Joe's love and specialty. Family members remember his quirky, funny personality, but also how much he always loved to talk about math. Joe was truly a genius. He was extremely analytical, logical, and extraordinary at math, especially as an electrical engineer.
Joe was also extremely loving, kind, and generous. Stories abound of his generosity with family and friends, but also to those he barely knew. Found in his belongings were several records of donating money to individuals and charities.
Further showing that he was truly a man of many talents, he even had a fantastic singing voice, and loved to wow others at karaoke.
To say that Joe was involved in Toastmasters may be an understatement. It has been said that he was in fact the heartbeat of his local Toastmasters club. He began with Toastmasters in 1987 in Alameda, and had been with the Sweetwater Valley Toastmasters Club 3225 for over 25 years. He held every officer position in Toastmasters, including being an Area Governor in 1991. Fellow Toastmasters say that he was always the first person to arrive to help set up, and the last person to leave after carefully cleaning up.
Joe was a kind and loyal friend. His loyalty extended to every part of his life: to family and friends, to his dedication to federal service, his activity with Toastmasters, and his faith in God.
Joe was a devoted Roman Catholic, and had great faith in the church. With his faith in eternal life, his ashes will be returned to the earth and he will be put to rest in the peace of Christ at Holy Cross Cemetery and Mausoleum, San Diego, California.
Eternal rest grant unto him, O Lord, and let perpetual light shine upon him. May the souls of all the faithful departed, through the mercy of God, rest in peace. Amen.
